    • An encoding apparatus and a decoding apparatus for reducing the quantization error of a G.711 codec and improving sound quality are provided. The encoding apparatus includes a G.711 encoder which generates a G.711 bitstream by encoding an input audio signal; an enhancement-layer encoder which chooses one of a static bit allocation method and a dynamic bit allocation method that can produce less quantization error based on the input audio signal and the G.711 bitstream, and outputs an enhancement-layer bitstream including encoded additional mantissa information obtained by using the chosen bit allocation method; and a multiplexer which multiplexes the G.711 bitstream and the enhancement-layer bitstream. Therefore, it is possible to reduce the quantization error of a G.711 codec and improve sound quality.

    • A media-gateway controller for call set-up processing when different codecs are used and a method therefor are provided. A storage unit stores a codec conversion table indicating a relationship between a first codec and a second codec in conversion from the first codec to the second codec. A receiver receives first call setting data including codec data of a caller from the caller and receives first call response data including codec data of a callee from the callee as a response to second call setting data having been transmitted to the callee. A data transformer searches the codec conversion table for a first codec using the caller's codec data as an index and adds a second codec corresponding to the searched first codec to the first call setting data to generate the second call setting data. In addition, the data transformer searches the codec conversion table for a second codec using the callee's codec data as an index and replaces the callee's codec data included in the first call response data with a first codec corresponding to the searched second codec to generate a second call response data. A transmitter transmits the second call setting data to the callee and transmits the second call response data to the caller.

    • A method of processing information charge discount rates for service subscribers in a premium-rate service. Information charge discount rate data for each service subscriber is registered and a service subscriber number and a calling number are received from Service Switching Point. The received service subscriber number is designated as an index value of a main table in a service subscriber database and the main table is then retrieved to check whether data corresponding to the designated index value are present in the main table. If the data corresponding to the designated index value are present, a service feature classification data field in the main table is retrieved to check whether the service subscriber has subscribed to a flexible charging-by-day/time service. If the service subscriber has subscribed, data are read from a day/time classification data field in the main table, and a specific data information charge discount rate, a specific day information charge discount rate, a specific time information charge discount rate and a holiday information charge discount rate are calculated according to the read data. The calculated information charge discount rates are transmitted together with an information charge class and a called number to a service switching point.
