In a method of manufacturing the cap with the inside plug, after inserting the metallic panel in the cap shell, when an outer peripheral edge part of the metallic panel is expanded, the inside plug cannot be removed from the cap shell by a supporting part formed on the inner side of the skirt part, and held in the vertically movable manner at a predetermined position above the supporting part.
