The two ends are both friction-welded, and the tubular member is bent to a desired axle shape. In addition, prior to forming the end portion, a bulk head may be inserted into the tubular member. The first circular end is preferably formed by a swaging or pointing process to reduce the cross-sectional area of the tubular member and to form the circular end. The peripheral wall 12 and the vane rotor 15 are formed by applying cutting work and polishing work to the roughly molded base material. The volume of respective ignition timing lag hydraulic chambers and respective ignition timing advance hydraulic chambers increases and decreases by changing the cutting length. Even if pressure of the hydraulic fluid is the same, the torque for relatively rotatably driving the vane rotor 15 to the housing member can be changed, by changing the volume of the hydraulic chambers.
