    • PROBLEM TO BE SOLVED: To provide a fixing device capable of suppressing energy consumption, while coping with the paper width of various kinds of recording media and to provide an image forming apparatus. SOLUTION: A fixing unit 9 includes a fixing belt 91, a pressure roller 94 facing the fixing belt 91, to form a nip portion N, and a heat source 93 heating the fixing belt 91, in a non-contact state with the surface of the fixing belt 91, wherein the fixing unit fixes an unfixed toner image on a transfer paper p passing through the nip portion N. Further, the fixing unit includes: a controller detecting the paper width information of the passed transfer paper p; and a shield plate 95a varying the heating area of the fixing belt 91 heated by the heat source 93, based on information detected by the controller. The shield plate 95a is moved in the paper width direction of the transfer paper p, between the fixing belt 91 and the heat source 93, to change the size of an opening, so that the heating area of the inner circumference of the fixing belt 91 is changed.
