In the base station, each encoding section (11) performs encoding processing to an SCCH (Shared Control Channel) of each mobile station, each modulating section (12) performs modulation processing to the encoded SCCH, an arranging section (102) arranges the SCCH to each mobile station to one of a plurality of subcarriers which configure an OFDM symbol, and transmission power control section (103) controls transmission power of the SCCH based on reception quality information reported from each mobile station. The arranging section (102) arranges a plurality of the SCCH to be under transmission power control to one of the subcarriers so that combinations at resource blocks are the same.

Here, the arrangement unit (106) does not arrange pilots of the multicast pilot sequence at a time when the single frequency is different from the position where identical pilots are arranged between sectors among the respective pilots of the unicast pilot sequence in one sub frame.

A modulation unit (22) executes a modulation process on the encoded Lch data so as to generate an Lch data symbol. An allocation unit (103) allocates the Dch data symbol and the Lch data symbol to respective subcarriers constituting an OFDM symbol and outputs them to a multiplexing unit (104). Here, when a plurality of Dch are used for a Dch data symbol of one mobile station, the allocation unit (103) uses Dch of continuous channel numbers.

In the device (100), a classification unit (118) classifies a plurality of DPCCH according to the MCS of SCCH into a plurality of groups based on the transmission power intensity. A spread code is allocated for each DPCCH according to the classification result. A spread code for spreading a response signal (ACK signal/NACK signal) is instructed to spread units (103-1 to 103-n). The spread units (103-1 to 103-n) spread the response signal by the spread code instructed from the classification unit (118). According to the classification result in the classification unit (118), a mapping unit (104) maps the response signal after the spread to one of the subcarriers constituting the OFDM symbol.
