    • A video server or other processing device obtains availability information for a wireless network and modifies a manner in which video segments of a video service are delivered to a user device over the wireless network based on the obtained availability information. The availability information may comprise at least one of network congestion measurement information and transmission pricing information. In an illustrative embodiment, the processing device comprises a video server configured to utilize the availability information to generate a list of video segments available for transmission for at least a portion of the video service, to provide the list of video segments to the user device responsive to a request received from the user device, to receive an additional request from the user device for at least one particular video segment identified in the list, and to provide the requested at least one video segment to the user device.

    • To manage resource allocation between users of a wireless or wireline network, recent resource usage by each user is determined and priorities are assigned accordingly. Then, the network resources are allocated according to the assigned priorities. A respective priority of a user may be inversely proportional to the recent resource usage by that user. To facilitate continuous fair distribution of the network resources, the users may be re-prioritized and resources are re-allocated accordingly. Information about recent resource usages by the users is continuously accumulated, including about users moving from one access point of the network to another. When resource allocation for a particular access point is determined, recent resource usage for a user that has joined the access point from another access point in the network may include prior resource usage by that user at the other access point.

    • A capability is provided for controlling delivery of services from a server to a user device using a service delivery control function. A method for controlling delivery of services from a server to a user device includes receiving service delivery feedback information from the user device and initiating, based on at least a portion of the service delivery feedback information, a control action adapted for controlling at least one characteristic of delivery of the service from the server to the user device. The service delivery feedback information includes user device state information associated with the user device and user activity information indicative of activity of a user using the user device. The at least one characteristic of delivery of the service includes one or more of a timing with which the service is provided to the user device, selection of services, service features, and/or content to be delivered as part of service delivery, one or more rates associated with service delivery, and the like, as well as combinations thereof.
