    • A method and system for circuit-switched fallback (CSFB) is disclosed. A first wireless network may receive from a wireless communication device (WCD) a report including an indication of radio frequency (RF) quality of a second wireless network. The first wireless network may make a determination of whether the reported indication of RF quality exceeds a threshold. If the determination is that the reported indication of RF quality exceeds the threshold, the first wireless network may send the reported indication of RF quality to the second wireless network. However, if the determination is that the reported indication of RF quality does not exceed the threshold, the first wireless network may direct the WCD to hand off to the second wireless network and refrain from sending the reported indication of RF quality to the second wireless network.

    • A method and systems for managing paging congestion are described. A RAN may receive data indicating that a base station located at a particular geographic location is registering with the RAN. Responsive to receiving the data, the RAN may make a determination of whether a number of base stations in a particular tracking area that corresponds with the particular geographic location is greater than a threshold number of base stations. And responsive to making a determination that the number of base stations is greater than the threshold number of base station: the RAN may create a new tracking area having a new tracking area identity (TAI), the RAN may provision the base station with the new TAI rather than the particular TAI, and the RAN may provide the base station with a tracking area list that includes both the new TAI and a particular TAI identifying the particular tracking area.

    • A RAN may receive a call establishment request, on a first frequency, seeking to establish a call involving a WCD. In response to receiving the request, the RAN may select a plurality of wireless coverage areas, each defined using the first frequency. The RAN may determine that utilization of a first wireless coverage area of the selected wireless coverage areas meets a utilization threshold. In response, the RAN may determine that a strength at which the WCD receives signals from the first wireless coverage area exceeds the strengths at which the WCD receives signals from other wireless coverage areas in the plurality of wireless coverage areas by at least a signal strength differential value. Accordingly, the RAN may assign, to the WCD, a traffic channel from a second wireless coverage area, defined using a second frequency, for supporting the call.

    • Embodiments described herein may help to provide a delayed zone-update process. An exemplary method may involve a user entity, which is initially operating in a first of a plurality of multi-coverage-area zones in a radio access network (RAN), subsequently determining that the user entity has moved into a second multi-coverage-area zone of the RAN, wherein the user entity is located in a first coverage area of the second multi-coverage-area zone. In response, the user entity may refrain from sending a registration message to register in the second multi-coverage-area zone until the earlier of: (i) a threshold period of time elapsing and (ii) the user entity moving into another coverage area in the second multi-coverage-area zone that is different from the first coverage area.
