The transmission unit 13 is configured to keep the “SIGNALLING CONNECTION RELEASE INDICATION” from being transmitted to the radio access network if the determination unit 12 determines that the mobile station UE is in the particular state, even when the transmission unit 13 detects that there is no more data to be transmitted.
