The invention discloses a street lamp and a monitoring device. The street lamp comprises a luminous body and the monitoring device arranged on the street lamp, wherein the monitoring device comprises a lens, a coding unit, a processing unit and a network service unit; the lens is arranged close to the luminous body; the coding unit is connected with a camera and used for compressing and coding signals input by the lens; the processing unit is connected with the coding unit; and the network service unit is connected with the processing unit, inputs the compression coding signals of the coding unit through the processing unit and sends the compression coding signals through a network interface. The street lamp can record public security conditions on a street at the same time of providing light at night and has low cost.
