The invention discloses a tubular membrane reeling, unreeling and stretching mechanism, which is applied to a membrane pre-stretching and sleeving device. The tubular membrane reeling, unreeling and stretching mechanism aims to solve the problems that a conventional tubular membrane colleting, stretching and unreeling mechanism is easy to plastically deform a tube orifice and that tubular membranes are easy to damage. The tubular membrane reeling, unreeling and stretching mechanism comprises a driving wheel (3), a pairing wheel (2), an angular stretching element (1), a bracket (10), a bottom plate (7), a swinging frame (8), a spring (9) and the like, wherein the driving wheel (3) is connected to the upper end of the swinging frame (8) of which a lower end is hinged with the bottom plate (7); the driving wheel (3) is arranged opposite to the pairing wheel (2); the pairing wheel (2) is positioned at the upper end of the bracket (10) of which the lower end is fixed on the bottom plate (7); the upper end of the angular stretching element (1) is hinged with the bracket (10), while the lower end is provided with a suspension hoop (15); the bottom plate (7) is provided with another suspension hoop (14); and the spring (9) is connected between the suspension hoops (15 and 14). Through the swinging type angular stretching element (9), damage to the tubular membranes is avoided in the process of unreeling the tubular membranes.
