The invention relates to an organic complementary phase inverter and a manufacture method thereof. The organic complementary phase inverter is composed of an N-type transistor and a P-type transistor which are complementary on the same substrate, wherein the P-type transistor is formed by an n-type material and a hetero-structure of a p-type material, the N-type transistor is formed by a n-type material, the N-type transistor and the P-type transistor share the n-type material, and a mask template is not needed to be used when an n-type active layer is manufactured. The organic complementary phase inverter and the manufacture method thereof simplify the device structure and the manufacture process, use an all-organic transistor as a complementary circuit for the first time, have good and stable electric property parameters, and lead the advantages of organic electric devices to be fully displayed in the complementary phase inverter circuit.
