The invention provides a solar-energy photo-thermal control system and method. The solar-energy photo-thermal control system comprises a solar-energy heat-collecting panel on the surface of which a heat-collecting pipeline is arranged; a heat-storage water tank connected with the heat-collecting pipeline through a return water pipeline and a water inflow pipeline, and a circulating pump arranged on a pipeline between the solar-energy heat-collecting panel and the heat-storage water tank; the system further comprises an outdoor-temperature sensor used for collecting outdoor temperature, a light-intensity detecting instrument used for detecting light intensity outdoors, and a first controller connected with the outdoor-temperature sensor and the light-intensity detecting instrument, wherein the first controller is used for controlling the circulating pump to be stopped operating when a temperature value detected by the outdoor-temperature sensor is lower than a preset temperature value and light intensity detected by the light-intensity detecting instrument is lower than a preset intensity value. The technical scheme, provided by the invention, solves the problems of low efficiency and even excessive consumption of electric energy by the circulating pump in the conventional solar-energy photo-thermal system due to changes of the external environment.
