The embodiment of the invention discloses a multi-path electrostatic discharge (ESD) protection device. The device comprises a lower body and a protection upper body, wherein the lower body comprises a first substrate and a first resin layer; the first resin layer is arranged on a first conductive layer; N holes are processed in the first substrate; conductive materials are filled in the N holes; each conductive region in N conductive regions of the first conductive layer is conducted with different conducive regions in the N conductive regions of the second conductive layer through the conductive materials in different through holes in the N holes; the lower body is further provided with N-1 holes penetrating from the first resin layer to a fist insulation layer; the N conductive regions of the first conductive layer comprise a grounding conductive region and N-1 non-grounding conductive regions; and each non-grounding conductive region in the N-1 non-grounding conductive regions is connected with the grounding conductive region through slurry in different holes of the N-1 holes. Through the embodiment of the invention, the manufacturing cost of the ESD protection device can be favorably reduced, and the safety of the ESD protection device can be improved.
