The invention provides a near-shore wharf-free oil conveying and transfer system of an oil ship. The system comprises a pipeline unit used for conveying oil, a traction unit used for unwinding the oil conveying pipes on sea and dragging the oil conveying pipes to the oil ship and/or recovering the oil conveying pipes on the sea, and a defence organization unit used for preventing and removing leaked oil, wherein the pipeline unit comprises a plurality of mutually connected oil conveying pipes, a winding device used for winding the oil conveying pipes and a drive source used for providing power; the defence organization unit comprises an oil fence used for preventing diffusion of the leaked oil, an oil drag bag used for absorbing the leaked oil on a sea surface and an arrangement boat used for arranging equipment. The system can be laid anytime and anywhere without considering a shore-side environment and can guarantee cleanliness of an oil conveying process. The system quickly realizes conveying, unloading and loading of the oil in a near-shore region, can adapt to sea areas different in water depth, is long in oil conveying and transfer distance, can work in a relatively severe sea condition, and can meet the needs of oil loading and unloading of the oil ship in the absence of an oil wharf.
