The positioning system comprises a beacon emitting unit, a Wi-Fi positioning unit, a Bluetooth positioning unit, a router, a server processing unit and a display and managing unit. The beacon emitting unit is in wireless connection with the Wi-Fi positioning unit and the Bluetooth positioning unit. Bothe the Wi-Fi positioning unit and the Bluetooth positioning unit are connected with the router. The router, the server processing unit and the display and managing unit are electrically connected in sequence. The beacon emitting unit, the Wi-Fi positioning unit, the Bluetooth positioning unit and the router are arranged indoors. According to the invention, the number and distribution information of indoor persons and the position information of indoor users can be obtained and stored in real time and displayed and managed through the display and managing unit. The indoor positioning system and positioning method have the advantages that the positioning is precise, the cost is low, the stability and reliability are good, the operation is convenient and the practical application demand is met well.
