The device comprises an aeration tank and an aerator, and is characterized by further comprising a water inlet pipe, an aeration cover, a water outlet pipe and a sludge return pipe, wherein the water inlet pipe is arranged on the sidewall of the upper end of the aeration tank, is L-shaped, and consists of a horizontal section and a vertical section, the vertical section is positioned in the aeration tank, the vertical section of the water inlet pipe is provided with the aeration cover in a sleeving way, an air exhaust hole is formed in the top center of the aeration cover, and at least two rows of small holes with the same size for discharging an air-water mixture are uniformly formed in the cover surface of the aeration cover along a circumferential direction; the aeration cover can slide up and down at the vertical end of the water inlet pipe; the water outlet pipe is arranged on the other side of the water inlet pipe; the aerator is arranged at the position, close to the center, of the bottom of the aeration tank, and the bottom end of the aeration tank is connected with the sludge return pipe. According to the device, the conical aeration cover with the small holes is arranged, so that a path line of a mixed solution in the aeration tank is improved, the sludge aeration condition is further greatly improved, the utilization rate of oxygen is increased, and the energy consumption in aeration is reduced; moreover, the device is simple in structure, convenient to mount, low-cost and highly efficient.
