The invention relates to an electric submersible pump head blocking device and a setting blanking plug putted in an electric submersible pump head. The setting blanking plug comprises a sealing connector. A circulating hole is formed in the pump head. An inward-concave sealing opening is formed in the end face of the circulating hole and is in a funnel shape. The sealing face is formed on the side wall face of the sealing opening. The sealing connector comprises a sealing section inserted with the sealing opening of the pump head in a matched mode. The section outline of the sealing section is gradually changed from large to small. And the end, inserted with the sealing opening, of the sealing section is the small head end. One or more first sealing pieces matched with the sealing face of the pump head are arranged on an outer ring of the sealing section, so that the sealing section and the sealing face of the pump head are sealed. The sealing connector is matched with the sealing face of the pump head and can be inserted with the pump head to seal the sealing face without the limitation of decreasing of the diameter of the pump head, so that sealing between the sealing connector and the pump head is convenient, and the sealing effect is good; the problem that due to deformation of an oil pipe buckle, the blanking plug cannot be put downward to a specified position, setting of the blanking plug fails is avoided effectively; and the structure is simple, and performance is reliable.
