The invention relates to a water cup heating device, which can be used for heating a water cup and preserving heat and can also serve as a lamp. A base is arranged on the water cup, wherein the base is a heating unit which can take a heating effect on the water cup, and the base is powered by virtue of a USB cable. Lights are arranged inside the base by a circle, and the lights on the base are turned on when the water cup is filled with water, so that rays can be emitted through the water; the water cup can also function as a lampshade; and a switch, which has three gears totally, is arrangedon the base, wherein the first gear is in charge of turning on the lights only, the second gear is used for turning on the heating unit only, and the third gear is used for simultaneously turning on the lights and the heating unit.
