The invention relates to makeup removal and disinfecting care lotion and a preparation method thereof. The makeup removal and disinfecting care lotion employingthe traditional Chinese medicine enzyme, the surfactant, the dispersing agent, the vegetable oil and water has good makeup removal effect, can moisturize and whiten skin, can remove acnes and black spots, and enables the skin to be tender, smooth, white and elastic.
