The invention discloses a composite plastic pipe comprising a pipe body, wherein the pipe body comprises an inner pipe body and an outer pipe body, a gap layer is formed between the inner pipe body and the outer pipe body; and skeletons are arranged in the gap layer. The two ends of each skeleton are respectively connected with the inner pipe body and the outer pipe body; a plurality of the skeletons are arranged at intervals around the central axis of the pipe body as a center, and adjacent skeletons and the inner pipe body and the outer pipe body form receiving through-cavities. Each receiving through-cavity is filled with a heat insulating foam material; the pipe further comprises an end cap ring, the end cap ring can covers the end of the pipe body; the end cap ring is provided with aplurality of convex blocks, and the convex blocks are externally covered with rubber layers; the convex blocks are in one-to-one correspondence with the receiving through-cavities, and the convex blocks can be in interference fit with the receiving through-cavities. The present invention also discloses equipment for producing the composite plastic pipe. The composite plastic pipe has the advantages of good heat insulation and good flame retardancy uniformity.
