The invention provides a semi-conductive foaming transfer printing roller. A foaming sleeve of the transfer printing roller is composed of the following components in percentage by weight: 96-96.2% ofNBR (nitrile butadiene rubber); 0.5-0.7% of a foaming auxiliary agent; 1.9-2.1% of a filling agent; 0.3-0.7% of a foaming agent; 0.4-0.8% of an accelerant; 0.1-0.3% of sulfur; wherein the acrylonitrile content in the NBR is 40%, and the Mooney viscosity is 50. The invention further provides a manufacturing method of the semi-conductive foaming transfer printing roller. Compared with the prior art, the problem that the outer diameter of the transfer printing roller shrinks after the transfer printing roller is placed in a high-temperature and high-humidity (60 DEG C, 95% RH) environment for three days can be effectively solved.
