The method for controlling power includes method of high priority outer ring power control and method of normal outer ring power control. In high priority method, decision criterion is combination of signal/interfere target error given in dedicated measured report and error block rate measured. Decision criterion in the normal method is based on error block rate measured. If no measured report triggered by event is received, the normal method is executed, and when a measured report has be received, the high priority method is executed, afterwards method of outer ring power control is executed by using algorithm of normal outer ring power control. Based on different QoS classes for different services, the invention determines adjusted cycle downwards as well as base on actual state of communication quality, self-adapting steplength adjustment SIRtarget is utilized. The invention guarantees fast convergence of transmitting power of services under each environment.
