摘要：
本发明之IP网络中的用户呼叫负荷控制方法，该方法包括以下步骤：若基本呼叫模块为首次接收到拥塞指示消息，系统执行以下步骤：将话务负荷设置为过负荷状态的最低一级；启动定时器T1和T2；否则利用定时器对用户呼叫进行控制；若基本呼叫模块接收到拥塞指示消息，则根据拒绝建立呼叫的比率对用户呼叫进行处理。本发明所带来的积极效果是，系统具有较高的稳定性和可靠性；一旦出现话务过负荷状态，既保证了最大呼叫数的建立，又可使系统尽快地恢复至正常负荷状态。软件模块不影响正常呼叫的建立，话务过负荷时，也不影响紧急特服呼叫的建立。系统适应性广，负荷控制平稳有效，具有自适应的过负荷控制能力。

The invention provides a kind of control method for user calling charge in IP network. The method includes following steps: if the base calling model receives the jam indicating information at the first time, the system executes following steps: sets the telephone service charge as the lowest grade of overload state; starts the timer T1 and T2; otherwise uses the timer to control user calls; if the base calling model receives the jam indicating information, then carries on process to user call according to the rate refused to create call.
