The second lifting means 11 comprises first pulleys 12A, 12B attached to the upper inside of the second strut 2, second pulleys 13A, 13B attached to the lower outside of the third strut 3, third pulleys 14A, 14B attached to the upper outside of the third strut 3, and wire ropes 15A, 15B having one end affixed to the base 4 and the other end affixed to the base 4 with the first, second, and third pulleys interposed therebetween.
