In the state that the tape sucking cylinder 75 holds the adhesive tape 80, a tape holding panel 61 is moved left, and an attaching roller 76 is rolled on the adhesive tape 80. The attaching roller 76 is stopped in front of left ends of the paper sheets 16 and 18, and after waiting for a certain time, the adhesive tape 80 is cut by a cutter 77.
