摘要： PROBLEM TO BE SOLVED: To perform suspend and resume control efficiently in response to access to an SIM card, and to achieve efficient entire access to the SIM card and reduction in power consumption.SOLUTION: An SIM control unit 110 changes the state of an SIM card 111 attached to a mobile terminal 101 to a suspend state or a resume state. Based on the state of access of data transmission/reception performed for the SIM card 111 and whether the SIM card 111 is in the suspend state or the resume state when data is transmitted/received, the SIM control unit 110 determines to which of the access to the SIM card 111 or the change to the suspend state priority is given. According to the determination result, a determination is made whether the SIM card 111 is brought into the suspend state or the resume state.
