    • PROBLEM TO BE SOLVED: To provide a polarization control element capable of controlling polarization by a simple structure.SOLUTION: A first optical waveguide 17a is optically coupled to a first port 23a of a primary-side end surface 21a of a multi-mode interferometer 13 via a first phase shifter 15a, and a second optical waveguide 17b is optically coupled to a second port 23b of the primary-side end surface 21a via a second phase shifter 15b. Two propagating light beams with a phase difference due to the first and second phase shifters 15a and 15b impinge on the first and second ports 23a and 23b of the primary-side end surface 21a respectively. When TE polarized light impinges on the primary-side end surface 21a, TE1-polarized light of higher order mode is generated at a first port 25 of a secondary-side end surface 21b because of the phase difference. When the TE polarized light of higher order mode impinges on one end 19a of a taper waveguide 19, the light is converted to TM polarized light of base mode in the taper waveguide 19 by the reduction of a waveguide width WTP of the taper waveguide 19.
