    • Disclosed is a mobile communication system which includes user equipment, radio base stations which communicate with the user equipment, and an upper level apparatus which communicates with the radio base stations. Each of the radio base stations includes a control unit and an inter-node communication unit. The control unit hands over a communication with user equipment to a hand-over target base station. The control unit prepares a forwarding packet which includes data addressed to the user equipment and is not transmitted and delay value identification information for specifying a delay value of the data that is not transmitted at the time of a hand-over. The inter-node communication unit transmits forwarding packets to a hand-over target base station.

    • A quenching method and apparatus for tempering a glass sheet. The method includes a step of transferring a heated glass sheet between quenching boxes which are provided with nozzles opposingly arranged near upper and lower surfaces of the glass sheet to blow air streams of cooling air supplied from the quenching boxes to the glass sheet. The method also includes the step of arranging the nozzles extending from the quenching boxes so as to face at least one of the upper and lower surfaces of the glass sheet so that openings on the end of the nozzles blow the air streams of the cooling air in different directions simultaneously so as to intersect and thus be substantially uniformly arranged with respect to the glass sheet. The number of intersections is approximately 30 or more in any 10 cm square area of the glass sheet. The end portions of the nozzles have a semi-spherical shape. The apparatus includes quenching boxes arranged opposing the surfaces of the glass sheet, and nozzles extend from the quenching boxes so that air streams of cooling air are blown towards the glass sheet which has been heated to a predetermined temperature. Each of the nozzles has a tubular form with a semi-spherically shaped end portion opposing the surfaces of the glass sheet. The end portions of the nozzles each have a plurality of openings so that air streams of cooling air supplied from the quenching boxes are blown towards the surfaces of the glass sheet. The openings formed are uniformly arranged in the end portion of the nozzles.

    • Biodegradable polymer blends comprising of a polylactic acid or a copolymer containing lactic acid as the main constituent, and a polyhydroxyalkanoate or a copolymer containing two or more hydroxyalkanoic acids as the constituents; methods for controlling the rate of biodegradation of a polylactic acid or a copolymer containing lactic acid as the main constituent, by blending as above; methods for manufacturing such aliphatic polyester polymer blends; and methods for molding such polymer blends; are provided. The aliphatic polyester polymer blends obtained in the invention are colorless and clear, and have excellent biodegradabilities, as well as excellent mechanical strengths. The blends can be molded similarly as in conventional thermoplastic resins, so that they can be utilized in many industries, without problems in the waste product treatment after the use. Furthermore, molded products with excellent qualities are obtained from the blends, because of their improved moldabilities.

    • To adhere an actuator unit onto one surface of a diaphragm, a dipping plate is used to evenly cling an adhesive agent to tip ends of a plurality of actuators formed in the actuator unit. The dipping plate is formed with a plurality of grooves corresponding to the respective ones of the plurality of actuators. An adhesive agent is poured into the grooves to the same level and the actuators are dipped into the adhesive pond while maintaining a state in which an imaginary first line that connects the tip ends of said plurality of actuators is in parallel with an imaginary second line that connects borders between immersed and non-immersed portions of the plurality of actuators. The actuators are drawn from the adhesive ponds and adhered to one surface of the diaphragm. An ink channel unit is connected to the opposite surface of the diagram.

    • An ink jet head including nozzles, ink chambers, and an ink channel in fluid communication with each other. A diaphragm defines one portion of each of the ink chambers. Piezoelectric actuators are disposed in confrontation with the diaphragm in a one-to-one correspondence with the ink chambers. A relay member is provided between each piezoelectric actuator and the diaphragm. Each relay member has a first abutment surface and a second abutment surface on opposite sides thereof. Each first abutment surface abuts the diaphragm across a width that extends in the nozzle alignment direction. The width of each first abutment surface is shorter than the width of the corresponding ink chamber. Each second abutment surface is coupled to the corresponding piezoelectric actuator and has a width that extends in the nozzle alignment direction. The width of each second abutment surface is equal to or shorter than the width of the corresponding piezoelectric actuator. The width of each first abutment surface is shorter than the width of each second abutment surface.
