A set of civilian responders currently available to respond to the emergency event is selected from a plurality of civilian responders in response to determining that the emergency event has occurred. The set of civilian responders is notified that the emergency event has occurred. A set of emergency event information associated with the emergency event is transmitted to at least one wireless communication device associated with each civilian responder in the set of civilian responders.

摘要： A method for a provider to generate incentives for users to perform tasks includes the following steps. The tasks are assigned to the users to obtain a matrix of task assignments in which each of the users is assigned to at least one of the tasks and each of the tasks is assigned to at least one of the users, wherein each of the task assignments has a value and a cost to the provider, wherein for a given one of the task assignments the value less the cost to the provider is an economic utility to the provider, and wherein the step of assigning the tasks to the users is done so as to maximize a net benefit to the provider which is a sum of the economic utility for all of the task assignments. Incentives are offered to the users to perform the task assignments.

In one aspect, a method for operating a system having a plurality of resources through which a user can navigate is provided. The method includes the following steps. When the user accesses the system, the resources are presented to the user in a particular order. Interests of the user in the resources presented are determined. The interests of the user are compared to interests of other users to find one or more subsets of users to which the user belongs by virtue of having similar interests. Upon one or more subsequent accesses to the system by the user, the order in which the resources are presented to the user is based on interests common to the one or more subsets of users to which the user belongs.

After identifying system lag, the method determines an estimated length of the system lag, the estimated length being a measurement of time. The estimated length takes into account previously identified system lag lengths to better approximate the current system lag length. After determining the estimated length of the system lag, the method sends a fact to the end user during the system lag. The fact sent to the end user has a length equal to or less than the estimated length of the system lag. Finally, the method stores the actual length of the system lag in order to improve subsequent determinations of the estimated length.

摘要： A computer-implement method and the associated system of computing resources provides an automated work force management capability that optimizes work assignments for individual workers using work force management techniques in combination with social networking analysis (SNA). The work force management attributes are enhanced using SNA. Bipartite graphing processes are used to match the socially enhance worker attributes with the work requirements. By combining the social networking information with the work force management attributes, work assignments are optimized. This optimization exploits historical social interactions between workers and combines their influence with the skills and other work force attributes of each worker required for job performance.
