Said method includes: an Evolved Packet Data Gateway (ePDG) notifying a Policy and Charging Rules Function (PCRF) entity of the location information of a User Equipment (UE); the PCRF entity sending the location information of the UE to a Broadband Policy Control Function (BPCF) entity. The method and system provided by the present invention solve the problem that the BPCF in a fixed network can not initiate an S9* session to the PCRF entity.

摘要： The present invention discloses a method for selecting a policy and charging rules function server in a non-roaming scenario to achieve that the PCC policies for each IP-CAN session are determined only by one PCRF. The method comprises of a Diameter Routing Agent (DRA) establishing an association relationship table in which IP Connectivity Access Network (IP-CAN) session information and corresponding address information of a Policy and Charging Rules Function (PCRF) server are stored; and when a Policy and Charging Enforcement Function (PCEF) entity and a Gateway Control Function Entity (GWCF) requests the PCRF for or to update a Policy and Charging Control (PCC) policy of one IP-CAN session, or when an Application Function (AF) entity sends application information or service information down to the PCRF, obtaining the address information of the PCRF associated with said IP-CAN session from said DRA, then performing subsequent processing.

摘要： A method and a system for performing policy and charging control for establishing multiple packet data network (PDN) connections to a single access point name (APN) are provided. The method associates the gateway control session with the subsession in the S9 session associated with the Gx session modified by the indication of Internet Protocol connectivity access network (IP-CAN) session modification message through the PDN Connection Identifier (ID), thereby, after the relocation occurs on the bearer binding and event report function (BBERF), making the modified policy and charging control (PCC) rule be sent down to the policy and charging enforcement function (PCEF) through the associated Gx session and the modified quality of service (QoS) be sent down to the destination BBERF through the gateway control session, thereby implementing the policy and charging control when establishing multiple PDN connections to the single APN in the roaming scenario.

The method includes: a PCRF or BPCF receives a first session from a fixed network, wherein the first session carries an IP address and a port number set; the PCRF or BPCF receives a second session from an AF or a Traffic Detection Function (TDF), wherein the second session carries an IP address and port number information; and the PCRF or BPCF binds the first session to the second session according to the IP addresses and the port number information. The disclosure solves the problem of inaccurate session binding in the scenario where a mobile terminal directly accesses mobile network services via a fixed network.

This disclosure can solves the problem that a conflict is caused in PCC since different PCRF entities are used for the PCC when multiple users share the subscription information.
