The request is associated with a mobile communication device. The mediator gateway selects a network among a plurality of networks associated with different carriers to which to send the request. The request is translated into an application programming interface request that is specific to a carrier associated with the selected network. The application programming interface request is sent to an application programming interface gateway associated with the carrier that is associated with the selected network.

A method includes setting key performance indicator thresholds for use of a network by public safety-first responder devices, determining a baseline network usage profile, monitoring the key performance indicators in view of the baseline network usage profile, and prioritizing network resource allocations for the first responder devices over network resource allocations for non-first responder based on the monitoring step.
