    • A clustering unit obtains a distance between a local motion vector obtained per block of a predetermined size and a representative motion vector for each of clusters stored in a delay buffer, classifies the local motion vector into a cluster to which the motion vector having the shortest distance belongs, and outputs the information of the classified clusters and the local motion vectors. Average value calculation units accumulate an average motion vector by accumulating the local motion vectors of the respective clusters, and output the average motion vector as a motion vector representing the cluster. A global motion vector determination unit outputs the motion vector having the largest number of elements in its cluster among the motion vectors representing the clusters as the global motion vector.
