A process for ensuring the secure delivery of information about a patient sends a verification fax sheet to a fax number of a recipient instructing the recipient to go to a website; validates the recipient after the recipient has visited the website; tests the recipient at the website using questions specific to the patient; and sends the confidential information to the fax number if the recipient passes the test.

The method also includes obtaining the composed data message containing the unstructured data record, packing the composed data message into a packed message containing a structured data record corresponding to the unstructured data record, and sending the packed message to the recipient in the HIE can receive and recognize the document.
