    • For compressing a video signal, a local multiscale transform is applied to a frame of the video signal to obtain coefficient blocks. The coefficients of each block are distributed into coefficient groups associated with that block. A plurality of the coefficient groups associated with a block are processed. The processing of one of the groups comprises determining an exponent for encoding the coefficients of that group. Mantissas are determined for quantizing the coefficients of the plurality of groups in combination with the exponents respectively determined for these groups. Coding data including each exponent determined for a coefficient group and the mantissas quantizing the coefficients of the group in combination with this exponent are stored in an external frame buffer. The mantissas determined for quantizing the coefficients of one of the groups are represented in the coding data by a respective number of bits depending on the exponents determined for the plurality of coefficient groups.

    • An apparatus and a method for temporary storage of image-encoding data are provided. The apparatus for temporary storage of image-encoding data is utilized for high-resolution image encoding, wherein the apparatus includes an image sensing unit, a storage unit, and an encoding unit. The image sensing unit creates a plurality of frame data in successive order. Each frame data is composed of a plurality of macroblock row data. The storage unit includes a first storage portion and a second storage portion. The capacities of the first storage portion and the second storage portion are both a positive integral multiple of the size of the macroblock row data. The storage unit receives the macroblock row data from the image sensing unit and writes the macroblock row data into one of the first storage portion and the second storage portion. When the encoding unit reads the written macroblock row data from one of the first storage portion and the second storage portion, the storage unit simultaneously receives new macroblock row data from the image sensing unit and writes the new macroblock row data to the other one of the first storage portion and the second storage portion. The design of the first storage portion and the second storage portion is utilized to conserve storage space.

    • A method for video decoding in a video decoding/de-interlacing display apparatus that utilizes a storage device is provided. The method includes: (a) decoding video data of a next picture; (b) if the next picture is a B picture, buffering the decoded video data of the next picture into a frame buffer of the storage device not stored with a reference picture nor a present display picture nor a previous display picture; and (c) if the decoded next picture is a reference picture, buffering the decoded video data of the next picture into a frame buffer of the storage device not stored with a last decoded reference picture nor the present display picture nor the previous display picture.
