The composition of matter includes a linker polymer conjugated to a rare earth particle. The method involves forming two mixtures, a first involving mixing a linker polymer conjugated to a rare earth particle into an aqueous blend of fracking sand, and a second involving an activated amine terminated polymer in an aqueous solution. The second mixture is then added to the first mixture, and covalent amide bonds are formed.

The dispersed particles of the lipophilic compound are nanometric particles whose size is less than 1 μm. The dispersion, particularly in the form of an emulsion, can be used in numerous fields.

An optional additive of at least one of a transition metal cure accelerator, a filler, a plasticizer, a colorant, and a cure inhibitor is present. The formulation is at least 30 total weight percent solids. A process of forming a polymerized coating on an article is also provided.
