SOLUTION: An electrode group is formed on an electrode arranging insulating plate 1, which consists of one positive or negative central electrode 2 arranged in the center of a circle, a plurality of circumferential electrodes 3 each of which is arranged on the outer circumference of the circle so that a fixed distance from the central electrode 2 is kept between each of the electrodes 3 and the electrode 2 and has a pole opposed to that of the electrode 2 and a plurality of relay electrodes 4 each of which is arranged between the electrode 2 and any of the electrodes 3, is not connected to an electrically conductive body and is insulated from a power source 5. Each of these electrodes is formed into a columnar shape having complete roundness. The adjacent electrodes are arranged at such a short distance that plasma is not generated on the surface of the opposed electrode and the distance between one pair of the adjacent electrodes is made equal to that between another pair of the adjacent electrodes.     • PROBLEM TO BE SOLVED: To provide a safe method of cleaning and drying air with reduced power consumption, capable of cleaning air by circulating interior air, annihilating bacteria in air and degrading a malodorous organic gas, and capable of reducing the humidity by reducing water molecules in air.
      SOLUTION: Air including floating substances is made to pass between electrodes 1 and 2, and sharp pulse voltage higher than the voltage for cutting the coupling of molecules in the floating substances and with shorter starting time than the voltage for causing discharge by destroying air insulation is applied to the electrodes 1 and 2, so that an instantaneous high electric field is generated between the electrodes 1 and 2 in the pulse period. Electrons accelerated by the high electric field are made to strike at the molecules of the floating substances present between the electrodes to decompose the molecules. Fine living bodies in air are annihilated by destroying the cells, and the malodorous organic gas is degraded to an odorless gas. Air can be sterilized and deodorized in this way, and air can be dried by decomposing water molecules in air.
