      SOLUTION: An inner cylinder 30 is provided inside a hopper 20 in which the rotating crushing mechanism 40 is arranged. The rotating crushing mechanism 40 is constituted of a rotating crushing part 40A and a fixed crushing part 40B. Relating to the rotating crushing mechanism, a rotating blade 50A and an accelerating plate 50B is installed for a circulating accelerating part 50. Crushed water is turned to be swirl water and the vortex water is inhibited by the circulation accelerating plate in a hopper by rotating the rotating crushing part, so that the vortex flow becomes finally a circulation flow. As a result, the circulation flow is generated which passes through the rotating crushing mechanism. The garbage charged into the inner cylinder is crushed between a fixed crushing edge and the rotating crushing part, so that since the garbage passes through the rotating crushing mechanism several times by the vortex flow, crushing progresses and the garbage is turned to be minute particles. As a result the time of crushing is shortened. Since water pouring is suspended during crushing, the water saving effect can be anticipated.
