SOLUTION: This invention relates to the direct current high-voltage grounding relay 1 with a potential difference detecting section 10 operated by the potential difference between a ground mat 7 and a return line 4, arranged between the ground mat 7 and the return line 4 of a direct current substation 2 for an electric railroad. It is provided with an electric discharge circuit 15 discharging electric charge charged between the ground mat and the return line with stray capacitance C due to application of an impulse voltage so that the potential difference becomes below the operating voltage within the operating time of the potential difference detecting section.
