SOLUTION: The method of manufacturing a substrate transfer carrier forms a sheet by thermosetting a material essentially consisting of a composition obtained by subjecting a mixture containing a silicate compound and polydimethylsiloxane having silicate-modified terminal ends to a hydrolysis reaction and a condensation reaction, then heats the sheet for two hours or longer and eight hours or less at a temperature of 260°C or higher and 300°C or lower, thereby fixing the sheet to a base.
