    • PROBLEM TO BE SOLVED: To provide a fixing member which is capable of reducing driving torque in a fixing part by improving wear resistance and slidability between the inner peripheral surface of the fixing member and a pressing member provided inside the fixing member and capable of preventing occurrence of stick slip, even when driving is performed in a high-load operation mode and to provide a fixing device including the fixing member.SOLUTION: A fixing member 1 used for the fixing part of the fixing device includes a metal substrate 10 having at least one layer of a seamless electroformed belt and a sliding layer 11 provided in the inner peripheral surface of the metal substrate 10. The sliding layer 11 comprises at least one selected from a group consisting of a polyamide-imide resin and a polyimide resin and a fluororesin. The content of the fluororesin in the sliding layer 11 is within a range of 27.5-50 mass%. The surface roughness Ra of the sliding layer 11 is 0.4 μm or less.
