      SOLUTION: The raw material oil containing an oxygen-containing organic compound and a non-water soluble chlorine-containing compound is brought into contact with a specific hydrogenation catalyst in the presence of hydrogen to produce a hydrocarbon oil by hydrogenation deoxygenation of the oxygen-containing organic compound and water in a water vapor state and to convert the non-water-soluble chlorine-containing compound to a water-soluble chlorine-containing compound. The obtained reaction product is maintained in such a state that water is a water vapor and is brought into contact with a nitrogen-containing Broensted base compound which has a boiling point at normal pressures of not higher than 100°C and is water-soluble to obtain a treated product. The obtained treated product is cooled to a temperature of not higher than the temperature of liquefying the water in a water vapor state to form an aqueous phase containing the water-soluble chlorine-containing compound and the nitrogen-containing Broensted base compound, and thereafter the aqueous phase is separated from the treated oil to obtain a produced oil containing a hydrocarbon oil.

SOLUTION: The catalyst for hydrodesulfurizing the gasoline fraction contains: a carrier containing alumina being a principal component, silica, silica-alumina, boria, titania, magnesia, compound oxides of them and phosphorus whose content is ≤5 mass% of the total mass of the carrier; a metal oxide which is used for modifying the carrier and contains at least one metal selected from the group consisting of yttrium, scandium and lanthanoid series metals; and at least one active metal selected from group 6A metals and group 8 metals. A method for hydrodesulfurizing the gasoline fraction includes a step of hydrotreating the gasoline fraction containing ≥70 vol.% catalytically-cracked gasoline fraction in the presence of the catalyst for hydrodesulfurizing the gasoline fraction, under 1-5 MPa reaction pressure, at 1-10 h -1 LHSV (liquid hourly space velocity), at 190-300°C reaction temperature under a reaction condition of 100-600 NL/L hydrogen/oil ratio so that this catalyst shows the activity of ≥90% desulfurization rate and ≤40% hydrogenation rate of olefin. The gas oil base material is obtained by mixing 10-90 vol.% of the low-environmental load type gas oil base material with 90-10 vol.% of a dewaxed gas oil base material. The low-environmental load type gas oil base material is produced by bringing an oil to be treated into contact with a catalyst comprising a prescribed porous inorganic oxide and an active metal in the presence of hydrogen under prescribed reaction conditions. The oil to be treated is prepared by mixing the animal and vegetable oil and fat and/or the component derived from the animal and vegetable oil and fat with a sulfur-containing hydrocarbon compound. The gas oil composition has ≤360°C 90% recovered temperature, ≤10 mass ppm sulfur content, ≤1 mass% oxygen content, ≤3.5 mass% content of a fatty acid alkyl ester, ≤0.13 mgKOH/g total acid value, ≤0.01 mass% methanol content, ≤0.01 mass% glyceride content and ≤-5°C cold filter plugging point.
