A method includes encoding first signaling information for a physical layer to generate a first coded block; encoding second signaling information to generate a second coded block; and transmitting a frame including the first coded block, the second coded block, and at least one physical layer pipe (PLP) data. The first signaling information has a fixed number of bits. The second signaling information has a variable number of bits. The first signaling information comprises information indicating a forward error correction (FEC) type used for the second signaling information. The second signaling information comprises information indicating a modulation scheme of a related PLP, and information indicating a code rate of the related PLP.

The present invention relates to a method for encoding and decoding a channel in a communication or broadcasting system, comprising the steps of: determining an input bit size (CBS); determining a code rate (R); determining a size (Z) of a block; comparing the determined CBS and code rate with predetermined reference values; determining an LDPC sequence to perform LDPC encoding according to the comparison result; and performing LDPC encoding and decoding on the basis of the LDPC sequence and the block size. Further, the present invention comprises the steps of: determining a code rate (R) indicated by a modulation and coding scheme (MCS) index; determining a transport block size; and determining either a first basic matrix or a second basic matrix as a basic matrix on the basis of the transport block size and the code rate.

The row splitting operation includes splitting each row block included in the base parity check matrix into row blocks, a number of the row blocks is determined based on a splitting factor, and the splitting factor is determined based on a number of repair symbols included in a repair symbol block of the base parity check matrix, a number of rows included in the base parity check matrix, and a scaling factor for determining a size of each permutation matrix in the resulting parity check matrix and a size of each zero matrix included in the resulting parity check matrix.
