摘要： Techniques for accessing a wireless communication system are described. A user equipment (UE) sends a random access preamble for system access. The random access preamble may include a random identifier (ID), a channel quality indicator (CQI), etc. The UE may randomly select the random ID or may be assigned this random ID. The UE receives a random access response from a base station. The random access response may include control channel resources (e.g., CQI and PC resources), uplink resources, and/or control information (e.g., timing advance and PC correction) for the UE. The random access response may be sent in two parts using two messages. A first message may be sent on a control channel and may include identification information and possibly other information. A second message may be sent on a shared data channel and may include remaining information for the random access response.

The device then determines an alternative MCS capable of coping better with variations in the radio environment with minimal damage or alteration than the commanded MCS and preemptively transmits the encoded data block in accordance with this more robust alternative MCS. In this way the mobile communication device does not continue failed attempts to transmit data in accordance with the commanded MCS. After the device receives notice of successful transmission of the encoded data block with the alternative MCS, the device will resume the use of the commanded MCS to transmit subsequent encoded data blocks.

In an aspect, random access signaling may be sent based on at least one transmission parameter having different values for different user equipment (UE) classes. At least one parameter value may be determined based on a particular UE class, and the random access signaling may be sent based on the determined parameter value(s). The random access signaling may be a random access preamble, and the at least one transmission parameter may include a target SNR, a backoff time, and/or a power ramp. The random access preamble may then be sent based on a target SNR value, a power ramp value, and/or a backoff time value for the particular UE class. In another aspect, a message for system access may be sent based on a power control correction received in a random access response for the random access preamble.
