      SOLUTION: The electrophotographic photoreceptor includes a conductive substrate and a photosensitive layer containing fluorocarbon resin particles and metal oxide particles and having an outermost surface layer satisfying expressions (1):0.05 (μm/single reciprocation)≤Sa≤0.2 (μm/single reciprocation) and (2):Sb/Sa≤0.5. wherein Sa represents a wear amount per a single reciprocation in a region at a depth of less than 4 μm from the surface, and Sb represents a wear amount per a single reciprocation in a region at a depth of 4 μm or more and 10 μm or less, in a test of repeatedly reciprocally moving a sapphire needle having 0.1 mm radius of curvature of the tip at a velocity of 5 mm/s while pressing the needle to the outermost surface layer under 50 g load until the layer is worn to a depth of 10 μm.

Reflected light from the surface of an electrophotographic photoreceptor 100 passing through the objective lens 20 is sent to the spectrophotometer 40 through an optical fiber 37, and spectroscopic characteristic data measured by the spectrophotometer 40 is sent to the processing unit 50. Thus the film thickness of the charge transport layer and light absorption characteristics of the charge generation layer are obtained.
