    • PROBLEM TO BE SOLVED: To provide an image forming apparatus or the like capable of suppressing deterioration in secondary transfer efficiency of a toner image from an intermediate transfer belt to a transferred recording material even when fluororesin particles exposed from a surface layer having the fluororesin particles scattered thereon, of an intermediate transfer belt drop off the surface layer due to a plate member of a cleaning device contacting with an external surface including the surface layer.SOLUTION: An image forming apparatus comprises: an intermediate transfer belt which rotates while transferring to an external surface including a surface layer having fluororesin particles scattered thereon a developer image developed with a developer including toner having external additives attached thereto, and then conveying the transferred image to a secondary transfer part for retransferring it to a transferred recording material; and a cleaning device which includes a plate member for removing residual toner by contacting with the external surface of the intermediate transfer belt having passed the secondary transfer part. The developer is used as a developer, having toner whose external additives are not sphere shaped but irregular shaped, and the volume average particle diameter of the irregular shaped external additives is smaller than the average particle diameter of the fluororesin particles exposed from the surface layer of the intermediate transfer belt.
