An absolute pressrue transmitter 104 detects the pressure variation when the atmospheric pressure increases and the variation of the transmission signal P from it increases the prescribed value of a temperature requlator 102. Accordingly, output S of the regulator 102 changes to shut a regulator value 112 off and the amount of the cooling water decreases so that the temperature of the circulating water is raised. By this configuration, highly acculate and reliable measurement can be effected.
