The controller and the near-field communication device perform secure communication using the first communication key, and the near-field communication device and the external device perform secure communication using the second communication key.

    • A value information transfer system transfers value information held by a transfer source communication device, which is connected via a network to a transfer management server, to a transfer destination communication device.
