The base coating layer contains metal oxide particles subjected to a surface treatment with a coupling agent having an amino group, and an electron receiving compound having an anthraquinone structure by 1 part by mass or more and 5 parts by mass or less with respect to 100 parts by mass of the metal oxide particles; and shows a volume resistivity of 3.5×10Ωm or more and 1.0×10Ωm or less measured by an AC impedance method.

The pilot bit ring and the ring bit are rotated in synchronism with each other to propel the pipe. When the pipe reaches to a predetermined depth, the pilot bit is reversely rotated to separate the pilot bit from the ring bit. The pilot bit is extracted from the pipe to bury the anchor.
