SOLUTION: A control device 105 reads map data from a map data acquisition part 101, while a traffic regulation extraction part 108 judges whether there is a time traffic regulation information corresponding to every vehicle type inputted from an operation inputting part 104 or not, and if there is such information, it is extracted. The time traffic regulation information is constructed of major regulation data used in common throughout the country and minor regulation data used locally and contains day-of-month regulation data and day-of-week regulation data described in the same format. By taking a logical AND or a logical OR between the day-of-month regulation data and the day-of-week regulation data, the time traffic regulation information corresponding to every vehicle type is extracted.
