    • A short synchronization time modem comprising a GPS receiver for receiving a broadcasted signal comprising a high precision clock. When a first short synchronization data modem communicates with a second, a PLL in each data modem synchronizes its own local clock to the same high precision clock derived from the same received broadcasted signal. The modems connect for the first time using one of many clock recovery schemes known to the modem designers. Once they disconnect, the modems keep their clocks synchronized using a local GPS receiver and the received broadcasted signal. This prevents the local clock of the modems from drifting, which significantly reduces the time period the modems need to synchronize the next time they connect.

    • Apparatus and method for a location determination and reporting (LDR) system for clandestinely determining and reporting a missing vehicle present location. The vehicle is equipped with a handheld cellular phone unit and controller that are accepted and held by a cellular phone cradle that can include electrical power and/or a location determination (LD) unit to determines the LD unit present location. The cellular phone unit can operate on one cellular channel or on two distinct cellular channels. When the vehicle is reported missing, the central station interrogates the vehicle LDR system to determine the vehicle present location. A location interrogation signal is transmitted, commanding the LD unit to transmit its present location. The cellular phone does not signal receipt of an incoming call for an initial time period of selected length .DELTA.td, awaiting possible receipt of a location interrogation signal on the first cellular channel. If the incoming call includes a location interrogation signal, the cellular phone does not "ring" but transmits information on the vehicle's present location to the central station. If the incoming call does not include a location interrogation signal, the cellular phone "rings" audibly or visually, after the initial time delay, and behaves as a normal cellular phone for that call on the second cellular channel. The cellular phone functions normally if a vehicle occupant attempts to use the phone. An unauthorized user of the vehicle receives no indication that the innocuous cellular phone is used to track the vehicle present location.

    • Method and apparatus for tracking the location of, and for providing cellular telephone handoff for, a mobile cellphone user as the user moves from one cell to another. A boundary curve B12 between a first cell and an adjacent second cell is defined in an electronic map. First and second quasi-boundary curves QB1 and QB2, lying within the first and second cell, respectively, are defined, where each point on the curve QBi (i=1,2) lies at a selected distance from the boundary curve B12. A common region CR12 of points lying between the quasi-boundary curves QB1 and QB2 and including the boundary curve B12 is defined. The present cellphone location of the cellphone user is determined using a location determination system, such as GPS or GLONASS or a ground-based system. Cellular telephone service for the cellphone user is provided by a first cell site or by a second cell site, when the cellphone user is located within the first cell or the second cell, not including the overlap region CR12. When the cellphone user enters the region CR12 from within the first cell and proceeds toward the boundary curve B12, the user cellphone notifies at least one of the first and second cell sites that the cellphone user is about to leave the first cell and about to enter the second cell. The system advises the user if the cellphone is about to pass to another cell in which a cellular connection is likely to be dropped because no handoff cellular frequencies are available, or because the cellphone is about to enter a hole region where signal strength is less than an acceptable threshold value.

    • Disclosed is a digital phase-locked loop circuit for telecommunication circuits receiving bipolar codes. The digital phase-locked loop circuit includes a transition timer means for counting a transition duration between a high mark and a low mark in said bipolar code. A clock recovery signal is generated by dividing a transition duration by a value, such as two, to indicate an apparent zero crossing time, and comparing the apparent zero crossing time with the reference clock in the circuit receiving the bipolar code. The reference clock in the receiving circuit is adjusted in response to the clock recovery signal in order to maintain the reference clock substantially in phase with the incoming bipolar code.
